Democratic centralism is a Leninist principle which combines open, internal debate on policies with strict and uniform adherence once debated and adopted. It is adopted by communist states and their governing communist parties. It has also been adopted as the organizational principle of other communist parties, "transmission belt" organizations, and other units operating within communist state systems, as well as by some non-communist organizations.
